Your stylist should be able to do both at the same time. Talk to her/him about it. They should do a consultation which should include talking about price because some salons charge per foil used for highlights, plus if they need to use extra color, that might be more.

no you can do it at the same time....just be careful though to keep it neat

Either way, ur damaging ur hair. Dying it already damages it, so i dont suggest you dye it and then highlight it cause its gonna ruin ur hair more.

you can buy kits now that have the dye and highlites all in one package. i think loreal makes them. u dye the base color first and then brush on the highlights after washing base dye out. i used to use them all the time. they rock!!!
