I would like to know what the average cost for changing ones hair by bleaching it, then highlighting it and then cutting it.Also, how often would one have to continue to get their hair highlighted?

I live in Connecticut, and for all of that it'll cost you over 200 dollars in a decent salon, not including the tip.

I haven't heard of bleaching AND highlighting at the same time, because bleaching your hair is getting it all very light, so how would you highlight that, unless you are thinking lowlights.

But, I would say you would probably have to get your hair highlighted every 6-8 weeks depending on how fast your hair grows, how dark your hair naturally is compared to your highlights (if it blends well you can probably go longer)

It depends on how dark your hair is how long it is and how many high lights you want I had my hair colored and high lighted when I was 15 for my birthday and the bill came to over two hundred dollars. YOU need to plan on filling in your roots about every 6 weeks.I only kept it up for 8 months then dyed it dark again, keep in mind it is winter so high lights are out of style till spring. My thoughts unless you have ishy very light brown hair go dark instead. it a classic that looks great on everyone. And that was at a salan. with a discount. I would get a massage instead.
